Restricting certain patients from booking phone appointments

If a non-rostered patient hasn't been seen in person in the past 2 years, telephone appointments get paid a reduced fee.
It would be great if there was a checkbox in the master record that identified people that can only book in-person appointments. It would be ideal if online booking could read that setting and not allow a phone appointment and also, if they call in for an appointment, it would be great if the telephone modality was not an option. This might be relevant for other patients where it's difficult to sort out issues on the phone.
